Our Team

Our team of energy, security and sustainability experts is led by Mr. Alberto Reyes-Sanchez.

Mr. Reyes is a recognized expert in policy, contractual and tax matters related to international investments, especially in the energy and extractives sector.

As part of the UN Development Program’s Roster of Experts, Mr. Reyes is available as a pre-vetted consultant to support international UNDP Country Offices, and is also an accredited Inspector at the Tax Inspectors Without Borders (TIWB) joint program of the OECD/UNDP.

In SLC Mr. Reyes serves as senior consultant and managing partner to innovative startups and established market leaders with a desire to understand, enter  and thrive in the Dominican market and the region, reducing time, risks and costs associated with a DR market entrance. 

Mr. Reyes served as Deputy Minister (with stints as acting Minister) at the Ministry of Energy and Mines of the Dominican Republic (2014-2020).

Prior, Mr. Reyes was Legal Director of Isla Dominicana de Petróleo, Corp., the largest fuel distributor in the Dominican Republic and current operator of the Royal Dutch Shell brand in the DR.

Mr. Reyes holds an LLM (with Honors) from Northwestern University’s Pritzker School of Law (Chicago), an MBA with focus on energy and finance from Universidad Antonio de Nebrija (Madrid), a Master in Civil Procedure from Pontificia Universidad Católica Madre & Maestra (PUCMM) and a Bachelor of Laws and Political Science (LLB, Magna Cum Laude) from Universidad Iberoamericana (UNIBE). He has also completed postgraduate studies at Georgetown and Columbia.

He is a member of the Association of International Energy Negotiators (AIEN), a certified expert in Gas Transmission and Distribution Systems by the American Society of Mechanical Engineers (ASME) and an Invited Member to the Executive Session on the Politics of Extractive Industries of  the Columbia Center on Sustainable Investment (CCSI) at Columbia University.

Mr. Reyes has taught policy and contracts doctrine related to energy and extractives in world leading institutions and MOOCs.
